Apparantly one of the fiber-connects to the backbone at our provider went down, taking out 2/3rds of our providers bandwidth... Right now they have traffic set to put a priority on outgoing instead of incoming to try and keep everyone afloat at slower speeds.
It should be fixed sometime over the next hour or two... I'm just glad it's not the server this time - which is sitting there at 95% idle for the first time in about a year.
