After talking to a few people about the almost-but-not-quite legendary Battle of Butler, and finding out how the Word of Blake and Dragoons could possibly have kissed and made up, and how the Falcons almost became a new verb (see also: Smoke Jaguared), I decided that I'd try my hand at a neutral point of view history of the Inner Sphere, as written by the Fan Council. Something that new players could reference so they would have a general idea of what was going on, and veterans could check in case they aren't sure what planet got bombarded 15 turns ago. This place is confusing as all getout to anyone who hasn't been paying attention to the years of Battletech soap opera with guns (and mechs, and warships) that is the Fan Council. The Fan Council players have compiled a number of references both for themselves and to help new players adapt to the many differences that have crept in since the split from canon on December 31, 3062. They include the following: Field Manual: Fan Councils 3067, with the order of battle for most factions as of January, 3067. Clan Authorities Listing by Fatebringer to allow people to keep track of who's running what and current Clan statuses. Personalities of the Inner Sphere and Clans, a compilation of who's who. Many minor non-canon characters have risen to dizzying heights, while a number of canon characters are dead, fled or disgraced. Fan Council Map Archive to allow people to see how the factions have grown and changed as the game progressed. Many borders are different from what you might expect, though most factions are still around. New Player Questions and Recruiting, a Q&A area for people to find out more about the Fan Council game. Faction Sign-Up Thread so you can get started playing! If anyone has something relevant to contribute, please bring it up in the History Discussion Thread! I don't play any Clan factions so I will probably miss things up there, and with everything happening in the Inner Sphere itself I'm sure the occasional rogue warship or faction leader assassination attempt will slip by too. Anything you feel is newsworthy and should be recorded, whether an invasion, internal roleplay, or faction relations will be included. The goal is to have up to one page per turn of information to summarize what happened. In some cases there will be much less. In times where the entire Battletech universe is turned on its ear, much more.

The Fan Grand/Game Council (FGC), often simply called the Fan Council, is a real-time strategy and roleplaying game. One month real-time cycles represent two ingame months. Players may choose to participate through play-by-post roleplaying, participation in MegaMek/MegaAero battles, or both. Factions are run through a variety of methods, ranging from the Coordinator's complete control of the Draconis Combine, to the Fire Mandrill's fractured Kindraa, to the parlimentary rule of the Free Worlds League. In order to allow new players to become familiar with the game's rules and interfactional relationships, they will start out as a member of an established faction. Players may be a member of up to one Inner Sphere and one Clan faction, but may play only one faction if they wish. Players may not play a Clan and Inner Sphere faction that share borders (example: The Lyran Alliance and Jade Falcons border each other, and frequent Trials take place across that border. One player may not be part of both factions.) In case their primary choice is unavailable due to overpopulation or other issues, new players should submit a list of their top three factions for Clans and/or Inner Sphere powers. See this thread for complete details on joining a faction. To help you pick, the Inner Sphere and the Clans have both prepared summaries of what is happening within their factions. Each month, the factions' leadership submits their orders for the next cycle, involving deployment of units, production, intelligence operations, and other decisions. Players may select (or even create) one or more characters from within their faction with their faction leader's approval, and roleplay that person's actions within the context of their faction. Most players prefer one or two long-term characters, while a few have an entire host they may use once a year or only once ever. Within the FGC, storylines are created via freeform play-by-post roleplaying. A few words of advice: 1. Your arc is as wide as your imagination. We've had some truly bizarre and fun storylines here that rival any weirdness created in canon. Many started as a 'What if?' moment. In general though, it's best to keep it within what's realistically (however much that can be applied in a fictional universe) expected within the Battletech storyline. 2. Play with others, not against them. Sure, there are factions that are hated enemies, and characters who would sooner gun each other down in cold blood than look at each other. Don't try to paint the other guy into a box via roleplay. Don't react for them. I say again, DO NOT attempt to control someone else's character's actions, especially in an adversarial situation, without close coordination and permission from the other player. Sometimes having the other party involved even review your roleplay before you post it can be helpful. Usually, when someone tries to control the actions of another party within their roleplay, the entire situation ends very, very badly and invites GM involvement. 2a. Don't go off on a three-page diatribe without letting them get a word in edgewise either. Let others play off your actions, not as your supporting actors. 2b. Sometimes it's okay to play with yourself. If you really do want to spend an afternoon crafting an introduction to the Underwater Basketweaving Club of Sasketoon because it's just the coolest subject ever and it's a valuable part of your faction's culture, more power to you. The FGC can be a powerful medium for storytelling, whether written by one person or many. 3. With the above in mind, you can do practically anything your faction leader is okay with. Your characters can be practically anyone you want to portray within your faction. Some faction leaders give enormous leeway, and your actions may have real, sometimes even dangerous consequences for your entire faction. Others prefer to keep their excitement level and heartrate to a more sedate level, and will work with you to create a framework and boundaries you are both comfortable with. Keep in mind Eldersphinx's Maxims too, and all parties involved in your roleplay will have a more enjoyable time. When words fail to resolve an issue between to factions and military units from two or more warring factions meet, the battle can be resolved through the random Simple Resolution tables, played out through Proxy Resolution in the MegaMek/MegaAero game, or a combination of the two. In most cases Proxy Resolution is more fun for everyone involved, though Simple Resolution is available when time is an issue or there is a severe imbalance between player skills. Perhaps the most important part of the FGC: We are here to have fun. That includes the people on the opposite side of a battlefield from you. Keep it friendly, and welcome to the game!

The history of the FGC:3063 game is not the same as the history of the canon Inner Sphere. Prior to January 1st, 3063 there are several key differences that quickly turn the history of the FGC's CBT universe on a very different path from what most people are used to...
Canon Events (for reference) 3057: Joshua Marik dies and is replaced with a double by FC, FWL and CC invade FC, Lyran Alliance formed, Isis Marik moves to Sian, Katrina Steiner named Archon of Lyran Alliance, Ulric Kerensky stripped of title of IlKhan, Refusal War, CS opens vaults of history to everyone.
3058: Thomas Marik discovered to be a double, DC forces installed as peacekeepers in Chaos March, Clan Wolf becomes both Clan Jade Wolf and Clan Wolf-in-Exile, Word of Blake takes Terra, Elias Crichell named IlKhan and slain, Marthe Pryde named saKhan and later Khan of Clan Jade Falcon, Vlad Ward named Khan of Clan Jade Wolf and later Clan Wolf, Clan Jade Wolf becomes Clan Wolf, Invasion of Coventry, Black Dragon Society and others attempt to assassinate Theodore Kurita. First Whitting Conference results in founding of Second Star League, with Sun-Tzu Liao as First Lord. Smoke Jaguar Lincoln Osis elected ilKhan.
3059: Clan Burrock absorbed by Star Adders. Harvest trials among the Clans. Star League launches Task Force Serpent and Operation Bulldog against Clan Smoke Jaguar. Clan Nova Cat declares their allegiance for the Star League. Smoke Jaguars forces in the the Inner Sphere flee to the Homeworlds. Clan Ghost Bear begins relocating their population and assets to the Inner Sphere.
3060: Morgan Hasek-Davion murdered. Task Force Serpent assaults Smoke Jaguar homeworld of Huntress. Smoke Jaguars annihilated. Great Refusal ends the Clan invasion. Star League embassy set up on Strana Mechty. Nova Cats are Abjured and attacked by other Clans and forced to flee Homeworlds to settle in the Draconis Combine. Diana Pryde wins her Bloodname, despite being a freeborn warrior. Katherine Steiner-Davion assumes regency of Federated Suns.
3061: War between Capellan Confederation and St. Ives Compact. Star League forces return to Inner Sphere. War between Jade Falcons and Steel Vipers results in Vipers abandoning their Inner Sphere possessions. Word of Blake's Precentor Martial Trent Arian assassinated. Cameron St. Jamais succeeds him. Jeffrey Calderon killed on Detroit; Grover Shraplen becomes Protector of the Taurian Concordat. Second Whitting Conference held on Tharkad.
3062: Sun-Tzu Liao expels Isis Marik from Capellan space. Trinity Alliance formed. Riots on Solaris VII. First Babylon Diet. Arthur Steiner-Davion killed. Draconis March forces invade Combine.
3061 Non-Canon Timeline Alterations
Victor Steiner-Davion retreats into semi-retirement on Luthien. When approached by Precentor Martial Focht about succeeding him as Comstar's next PM, Victor refuses. As a result, Katherine Steiner-Davion manages to gather enough political capital to win the office of First Lord. She immediately proposes to continue the Clan expulsion from the Inner Sphere. After becoming First Lord, Katherine allows her sister, Yvonne to ascend back into the Federated Suns regency. Victor Steiner-Davion is elected to lead the next Annihilation as the SLDF Commanding General, and preparations begin.
Other Non-Canon Timeline Alterations
With Victor working to further her goals, Katherine never orders the assassination of Omi Kurita. Victor Steiner-Davion does not issue a call to depose his sister. FedCom Civil War does not occur. Ghost Bear/Combine War never occurs. St. Ives is completely reabsorbed into the Capellan Confederation by the end of the year. Two Clans, Jade Falcon and Star Adder, refuse to abide by the Great Refusal. The next Annihilation target of the SLDF, Clan Jade Falcon, is finally selected via HPG vote in December. Clan Nova Cat is abjured from Clan space, and is subsequently ferociously consumed by the other Clans, especially Clan Ice Hellion, Clan Steel Viper, Clan Fire Mandrill, and Clan Blood Spirit. The remnants of Clan Nova Cat escape into Combine space after a decimating series of running battles along the Exodus Road. Terra shuts itself off from all traffic.
Star League Roster, 3062:
Full Members: Federated Suns, Lyran Alliance, Draconis Combine, Capellan Confederation, Free Rasalhague Republic, Free Worlds League
Provisional/Non-Voting Members: Taurian Concordat, Magistracy of Canopus, Word of Blake, ComStar, Clan Nova Cat, Clan Wolf (in Exile)

The Ares Conventions are subsequently amended as follows: Article I -- Nuclear Arms The use of any nuclear explosive device or variant thereof (To include so called "Dirty Bombs") is hearby banned from use in any situation. Manufacture or stockpiling of nuclear weapons is banned. This article does not inhibit the use of nuclear technology for legitimate science or civilian efforts such as nuclear power plants. Article II -- Orbital Bombardment The use of orbital assets to bombard any targets on a planetary surface is prohibited. Further WarShips will not approach with in a 1000 kilometers of a planets interface layer unless expressly allowed by the governing body of the planet or its parent government. ?? Second Battle of Butler - joined by reinforcements from Comstar, the Word of Blake and Clan Nova Cat, the unified and far larger than expected Inner Sphere force smashes most of the remaining Jade Falcon fleet. The battle is not without Spheroid casualties, to include a number of warships. Apr 20, 3064 - Core Alliance formed -Members: Comstar, the Word of Blake, Wolf's Dragoons, Clan Nova Cat, and most of the Chaos March worlds. Jaime Wolf brokers a peace treaty between the Northwind Highlanders and the Nova Cats. May 28 - June 5 - Third Battle of Butler - At IlKhan Din Steiner's orders, the Clans grudgingly send naval elements to the Butler system, expecting to meet the fleet that defeated the Jade Falcons. Due to advance warning from Clan Coyote, a large portion of the combined Inner Sphere and Periphery navies are waiting for them. Literally hundreds of warships and thousands of dropships supported by countless fighters engage each other, with the Clanners badly outnumbered. As initial shots are fired, Din Steiner manages to persuade Alain Beresick to agree to a cease-fire and Clan-style trials between individual warships and small ground forces. The battles are split 3:3 between the Sphere and Clan sides. June 16 - Assassination - Katherine Steiner, First Lord of the Star League, is assassinated by Charles Antonescu, commander of the Eridani Light Horse. The ELH and their dependents had been taken prisoner by the Clans on Huntress. In a private meeting which Colonel Antonescu never reveals before his subsequent execution, the IlKhan threatened to use the ELH dependents as a kinetic strike on Coventry unless Colonel Antonescu completed the assassination mission. June 17 - Bombardment of Coventry - A Jade Falcon warship squadron conducts an intensive and relatively unopposed bombardment of Coventry with widespread loss of life and damage to the planet. As Antonescu had completed his mission, the ELH families and support staff are not used to initiate the bombardment and are returned unharmed shortly afterward. Cycle 10 (July 1 - August 31 3064)July 1 - Coyotes Abjured - Clan Coyote is abjured by a furious Grand Council the instant news of their leak to the Inner Sphere is revealed. July 6 - Pasig Accords - The Pasig Accords are signed, limiting combat between the Clans and Inner Sphere nations in a manner similar to the older Ares Conventions. One of the most significant articles of the Pasig Accords forbids either side from coordinating multi-nation actions against each other, and limits the size of forces that may be used in attacks. July 30 - First Lord's body arrives on Tharkad. August 10th- First Lord's Funeral. Katherine Steiner is buried with all the honors of a chief of state. August 15th- Star League Conference Cycle 11-12Black Dragon War - The Black Dragon Society assassinates the Coordinator and seizes power in the Draconis Combine, then launches a furious assault on the Federated Suns. The Lyran Alliance begins a counter-attack along their small border, capturing several worlds. The Suns manages to hold their border planets until a young Minoru Kurito defeats the Black Dragons and takes his father's place as the new Coordinator of the Draconis Combine. Taking advantage of the Suns' distraction, the Capellan Confederation launches an assault on the Capellan March of the Federated Suns, but makes little headway. Black Dragon War - Archon Peter Steiner-Davion, in order to remove the Lyrans from the ongoing war, cedes most of the Alliance/Combine border to the newly created Core Alliance. The Word of Blake loans the Lyran Alliance a significant sum, and reveals the existence of the LAS Invincible as they gift it to the Lyrans. Ten Fox-class corvettes were also sold to the Core Alliance over the next several cycles. Phelan Kell, Khan of Clan Wolf in Exile, killed in raiding against Clan Star Adder by gauss rifle slug to his shut-down mech's head. Cycle 13Marian/FWL Invasion of Circinus Federation - A joint operation between the Free Worlds League and the Marian Hegemony quickly destroys the Circinus Federation bandit kingdom. Near-simultaneous assaults on all worlds are not carried out without casualties, but the overwheming force dedicated to the operation makes the outcome forgone. The Tikinov War - With its troops freed from the demands of the Combine front, the Federated Suns launches a massive assault against the Capellan Confederation. While Capellan losses are significantly larger, the landings on Liao and other Capellan worlds are stymied by the determined defense. Unwilling to take the losses required to break through the Liaotian orbital defenses in view of their still-unsettled Draconis March, the Federated Suns pulls back to pre-war borders. The Tikonov War is notable for its widespread use of multi-RCT forces on both sides, with a combined total of almost 60 regiments gathered for the Liao landings alone. This would set a pattern for later wars to follow. Cycle 14Conquest of the Tortuga Dominions - In the aftermath of the Capellan War, the Federated Suns decides to remove one persistant thorn in its side. Resistance, while stiff at first on Tortuga Prime, is non-existant elsewhere in the face of full-strength RCT assaults. Tortuga itself falls in less than a month, and the Federated Suns begins a program of infrastructure improvement throughout the region. Cycle 15?? Second Comstar War - War erupts between FWL and Core Alliance again Cycle 17?? Second Comstar War - War ends with a transfer of several worlds to the Core Alliance and construction of a Thera as the Core Alliance's new flagship.

Cycle 20 (1 July- 31 July 2008 / 1 March - 30 April 3066) Restart of the FGC.
(non)Battle of Rezak's Hole - Draconis Combine forces arrive, intending to destroy the Hell's Horses presence on this Periphery planet. They find the Horses gone and the Outworlds Alliance in their place. The OWA cedes the system peacefully to the Combine.
Cycle 21 (1 August - 31 August 2008 / 1 May - 30 June 3066)
Niops Association - The Niops Association repairs its HPG and becomes a playable faction instead of a minor Periphery system.
Battle of Karbala - Clan Fire Mandrill invades the Free Rasalhague Republic with 23 front-line Clusters and a similar size naval escort, including two battleships and three battlecruiser-class vessels, with escorting warships. FRR defenders are outnumbered 10 to 1 on the ground and over 30 to 1 in the air. Overste Rhett Weaver short-circuits the Fire Mandrill bidding process by bidding only himself, unaugmented, in the defense of his world. The Fire Mandrills pick their finest Elemental, Antonio Lopez. In a closely-fought match that the Fire Mandrills would later allege must have involved performance-enhancing drugs, Overste Weaver and Antonio Lopez simultaneously knock each other out. SaKhan Amy Lynn, leader of the Fire Mandrill force, rules that the taller Elemental hit the ground a fraction of a second later. Video footage does not necessarily prove this, but with vast numbers of Fire Mandrills already on the ground the KungsArme declines to contest the issue and boosts for safety in their dropships.
Star League response to the Fire Mandrill invasion - The Free Rasalhague Republic and Core Alliance call for an emergency session of the Star League to assist the FRR against the Fire Mandrills. Citing the Pasig Accords and stating that no breach of the Accords has occurred, the Free Worlds League, Capellan Confederation, Magistracy of Canopus, Tauran Concordiat and Lyran Alliance vote against any action. The Federated Suns votes to assist the FRR. With 5 votes against action comprising a majority, Anton McKenna states that the Core Alliance ceases to exist, is therefore no longer a member of the Star League or bound by its decisions, and cuts the real-time HPG link at Terra.
Terran Hegemony - Immediately following the end of the Star League Emergency Session, the Core Alliance becomes the Terran Hegemony. Reactions vary from large scale and emotional (though peaceful) demonstrations in the Tauran Concordiat, to apathy within the Niops Association. The former fought two long and bloody wars against the Terran Hegemony while the latter barely knew an Inner Sphere without the Hegemony.
Draconis Combine/Outworlds Alliance War - The Draconis Combine, after realizing the Hell's Horses were to be granted territory within the Outworlds Alliance, launched an assault along all systems from Dneiper to Kinkaid II. Combine forces outnumbered the defenders by no less than 3:1, and often over 10:1. Neither side has publicly commented on what happened in those systems, but the Horses left Outworlds Alliance territory, and the Draconis Combine called off the attack, leaving all planets still in OWA hands.
Trial of Possession for Von Strang's World - Lyran Alliance trials for and takes Von Strang's World from the Wolves in Exile
Trial for Possession of Paulus Prime - Wolves in Exile forces led by Khan Ranna Kerensky trial for the Star Adder's Paulus Prime. Falcon forces also in the system assist the Star Adder defenders in a massive 'trial' that uses two evenly-matched 24 FP sides. The Wolves in Exile on Paulis Prime are almost obliterated after Ranna Kerensky is killed in battle.
Trial for Possession of Rasalhague - Star Colonel Ragnar of Ghost Bear leads a Naval Star and six Clusters against the two Cluster Clan Wolf garrison of Rasalhague. After bidding, the Ghost Bear forces still outnumber the Wolves by roughly two to one. The unexpected Wolf victory and counterbid forces the Bears to agree not to attempt any more Trials for the system for the next generation (5 years).
Cycle 22 (1 September - 30 September 2008 / 1 July - 30 August 3066)
Move of the Star League Capital - The newly formed Terran Hegemony requests that the Star League find another home. Marik, Dieron, Rasalhague, Tukayyid, and Taurus are nominated. In a choice between Tukayyid and Taurus, only the Wolves in Exile, Free Rasalhague Republic and Federated Suns vote for Tukayyid, with the Draconis Combine abstaining.
Battle of Orestes- The Fire Mandrills continue their invasion of the Free Rasalhague Republic with a large warship squadron and several galaxies worth of ground troops. Expecting only the tiny FRR garrison, they are surprised to find a Draconis Combine cruiser squadron, 6 Lyran Regimental Combat Teams, the full Nova Cat touman of 10 Galaxies, and a combined Nova Cat/Terran Hegemony fleet headed by the Invisible Truth. Outnumbered in the air and hugely overpowered on the ground, the Fire Mandrills are interrupted in their battle planning by the arrival of Antal Faraday, leader of Kindraa Faraday-Tanaga, a Warden subfaction of the Fire Mandrills. After a Trial of Refusal that ends with both sides claiming dishonor, the Faraday-Tanaga depart again and the Fire Mandrills decide to fight their way outsystem. The evenly matched Terran/Mandrill fleets fight a bloody but inconclusive battle, with the Combine squadron hanging back too far to catch the Mandrills as they break through to their jump points.
(non)Battle of Grumium - Kindraa Mick-Kreese and Faraday-Tanaga of the Fire Mandrills invade Grumium. The FRR garrison, even augmented by two Lyran RCTs, is severely outnumbered on the ground. A Lyran naval task force fully as large as the Clan naval elements stands between the Mandrills and the planet however. Kindraa Faraday-Tanaga abruptly jumps outsystem (to Orestes), and the remaining Fire Mandrills decide to retreat outsystem instead of fighting their way through the Lyrans.
Raid/Invasion/Trial for Karbala - Following the Fire Mandrill conquest of Karbala, the Free Rasalhague Republic and Star League each sent regiment-sized task forces to conduct raids on the planet. Clan Wolf sent four Clusters to Trial for it, and the Ghost Bears bring four Galaxies and the Leviathan and Great Bear battleships for the same purpose. The Fire Mandrills have left only a handful of solhama infantry to defend the planet. Both the FRR and SL raids easily crush the defenses, while the Wolves trial for the planet in single unaugmented combat and win, returning the system to FRR control. A battered Fire Mandrill fleet jumps in from Orestes during the transition period, and the planetside administrators depart via shuttlecraft for the fleet. FRR naval forces intercept the Mandrill administrators en route, and after the Mandrills surrender they go out of control, murdering all of them.
(non)Battle of Necromo - Federated Suns ground forces, escorted by several warships and aerospace flotillas, enter the Necromo system in the Capellan Confederation. They are unexpectedly met by two complete Free Worlds League Thera battlegroups. Badly outnumbered in space and given the option to leave quietly, they take it.
Third Comstar War, Battles of Romita, Circinus and Irian - A three-pronged Terran Hegemony assault against the Free Worlds League in response to the FWL special operations battalion's assault on the Leximon HPG, and the gathering of League naval and ground forces into three systems poised on the border of the Terran Hegemony and one of its allies, the operation involves almost 2500 FP. All three meet defenders of similar though smaller size on the ground. FWL troops at Irian and Circinus are utterly defeated, while at Romita remnants totally roughly two scraped-together regiments and a handful of battered warships manage to escape.
St. Ives revolt (and related events) -
Death Commando assault on Sian - Death Commandos, in reaction to the assassination of Sun-Tzu Liao, attempt a pirate-point assault on Sian in a stolen jumpship. They misjump and find themselves elsewhere, unable to decrypt, understand or otherwise make sense of the repeating "tet-tet-tetatae" transmission from the double planet nearby.
Star League response to Terran attacks - In response to the invasion of the Free Worlds League by the Terran Hegemony, the FWL calls for an emergency session of the Star League in order to authorize and organize a counter-attack against the Terrans. The Free Worlds League, Capellan Empire, Free Rasalhague Republic, Tauran Concordiat and Magistracy of Canopus vote to go to war with the Terran Hegemony, while the Federated Suns and Draconis Combine vote against. The Lyran Alliance declines to respond at all.
Dissolution of the Second Star League - Following the vote to attack the Terran Hegemony, First Lord Thomas Marik requests troop levies of over 130 regiments from the member states. In lieu of troops, First Prince Yvonne Steiner-Davion of the Federated Suns calls for a Vote of No-Confidence in the Star League. Peter Steiner-Davion of the Lyran Alliance seconds. Any voting nation that does not vote against the No-Confidence motion, such as by abstaining, is counted as voting for it under the rules of the Star League. A 75% majority is required to continue the Star League. Seven member states, including the Marian Hegemony (newly inducted by First Lord Marik under circumstances of questionable legality) vote against the No-Confidence motion. The Terran Hegemony and Draconis Combine, due to their decision not to participate in the Star League and the lack of any method to leave the Star League under the current laws, abstain. With the deciding vote resting on her, First Prince Yvonne condemns the other nations for the sudden change in the Star League's policy of non-intervention, and cuts off her transmission. As 30% of the Star League's voting members effectively abstain, the Vote of No-Confidence passes, and the Star League dissolves.
FRR/Clan Wolf treaty- The Free Rasalhague Republic and the Tamar-based Clan Wolf sign a permanent peace treaty. Reactions within the FRR are not always positive.
Trial for Safcon- In order to hamper Fire Mandrill movement through Clan Wolf territory, the FRR successfully trials the Wolves to deny all Safcon, Hegira and other Mandrill military traffic for one year. (through cycle 28)
Cycle 23 (1 October - 15 November 2008 / 1 September - 31 October 3066)
Battle of Ulan Bator - Terran Hegemony fleets pursuing Free Worlds League warships catch them within the Capellan Empire. Three Capellan warships joined their FWL allies and although slightly outnumbered, the allied forces inflict massively more damage on the Terrans. The battered Terrans withdraw, leaving a wounded FWL fleet and three dead Capellan ships.
Corrine's Abdication - A Parliamentary coalition fronted by Regulan MP Priya Jhingan demands the Corrine Marik step down from the Captain-Generalcy. When she accedes to this request, Parliament quickly steps in and repeals Resolution in Council 288 and the Addendum to the Articles of Incorporation, stripping the Captain-Generalcy of its dictatorial powers despite the best efforts of Marik loyalists. Speaker Georges Maginot, MP from Les Halles, is stripped of his rank by an angry Parliament which puts Priya in his place. General Selim Halas convinces the new Speaker to nominate him as Minister of Defense.
Eviction Notice - Free Rasalhague Republic gives notice to all HPG facilities on its worlds, Class A Improved Communication and the standard Class B nodes alike, to surrender immediately and leave all equipment, documents and HPG protection forces in place. FRR's demands are met with varying degrees of success, from peaceful evacuations accompanied by massive self-destruction charges within the HPG compound, to bitter fights to the end, to the Star League Defense Force inserting itself between the Comstar and Rasalhague lines in regimental strength on Tukayyid. In no cases does the FRR capture an intact HPG. On Karbala, a Purifier team managed to escape the battle with combat recorder footage of Clan Ghost Bear Elementals assisting the Rasalhague attack. They transmitted their video to a Comstar dropship investigating the sudden silence of their HPGs, though doing so gave away their position to Ghost Bear and Rasalhaguan pursuit teams.
Saiph Conference - Delegates from across the Inner Sphere meet in Terran space to discuss the formation of a "Grand Council", a successor organization to the Star League.
Sian Conference - Delegates from across the Inner Sphere meet in Capellan space to discuss the formation of a "Western Alliance", a successor organization to the Star League.
Second Battle of Tukayyid - A Draconis Combine warship squadron seconded to the SLDF, a large Terran Hegemony task force, a Lyran Mjolnir escorted by multiple Foxes, and the Leviathan-class Great Bear (with escorts) guarding Alpha and Beta Galaxies, arrive nearly simultaneously in the Tukayyid system. The Free Worlds League's Silver Knights of the Inner Sphere and the Star League Defense Force's Eridani Light Horse on Tukayyid go to immediate alert.
The Terran fleet queries the Ghost Bears while preparing to land their own ground forces. Immediately prior to landing the Terrans discover the Rasalhague assault on the HPG facility, and set up a separate defensive perimeter on the ground. In order to prevent hostilities, the SLDF's General Victor Steiner-Davion declares a martial emergency and states it is assuming control of the system. The SLDF calls for immediate talks to diffuse the situation, and requests Prince Regent Christian Månsdottir of the FRR travel from Orestes to explain the FRR's "Eviction Notice". Khan Bjorn Jorgensson and Star Colonel Ragnar of the Ghost Bears also attend the talks, as does Merchant Factor Labov, senior Merchant of the Wolves in Exile.
During the meeting the previously secret Lyran-Rasalhague-Bear alliance becomes public knowledge, and evidence of the Ghost Bear assistance in the Karbala HPG action arrives, leading to the immediate furious walkout of the Terrans. Månsdottir, Jorgensson, Ragnar, and Labov leave for the Great Bear, and other parties return to their respective fleets.
As soon as the Bear delegation returns, thus ending the temporary truce, the Terran fleet moves to attack the Bears. Bear naval elements cover the transports' outsystem jump, while the FRR races to protect the Great Bear. The Lyrans and Combine warships both ignore SLDF authority, with the Lyrans moving to guard the tiny FRR fleet, and the Combine burning to intercept them. At the last moment the Lyrans change course, first towards the Combine squadron, and then outsystem.
The Terran fleet obliterates the much smaller Bear/FRR naval forces with minimal casualties, destroying the Great Bear with all hands. Ground forces continue to stare at each other, with the FWL/FRR on one side, the Terrans on the other, and the SLDF in between.
Mandrill vs Ghost Bear Trial of Possession, AltenMarkt- An FRR battalion, on planet for their own Trial, assists the Ghost Bears in defending the AltenMarkt system. Antal Faraday, leader of the renegade Faraday Kindraa, is killed in the battle. The remainder of his Kindraa surrenders, with most being taken as bondsmen by the Bears. The handful who are captured by the FRR units, upon realizing their fate, commit bondsref.
Cycle 23 and 24 were extended due to the extended RP of the Saiph and Sian conferences and the five-way Second Battle of Tukayyid
Cycle 24 (16 November - 31 December 2008 / 1 November - 31 December 3066)
Free Rasalhague Republic Civil War - A variety of factions spring up throughout the FRR in the wake of the deaths of Månsdottir and Ragnar aboard the Great Bear. Loyalists fight with varying degrees of success. On Grummium, the Wolves in Exile land to enforce a cease-fire on both sides. The Karbala Freedom Corps, on the verge of winning a closely-matched battle against remaining loyalists, is destroyed by two Ghost Bear galaxies. On Tukayyid, the SLDF and loyalist forces join to put down Cameron Star Party rebels in SLDF colors, only to find their temporary unity shattered by a high-powered EMP device that not only disrupts communications, but also wipes out most of the unshielded electronic infrastructure on the continent. Serious questions are raised about the origins of the lostech device. The Domininon Front produces Skuld Magnusson, daughter of Prince-in-Exile Ragnar, claiming they smuggled her out of Clan Wolf territory to Orestes. Previously labeled a terrorist organization by the remaining FRR government on the planet, the Dominion Front is quickly attacked by the Kell Hounds in an attempt to secure the young heir. During the battle a stray medium laser beam from a Kell Hound mech incinerates the barely teenaged girl- and everything is caught on camera.
Terran/Free Worlds League war - After a two-month lull the second Terran wave hits Marcus, Remelac, Miapacidus, Hamilton, Wasat, Bernardo, Asuncion and Zion, the entirety of the League's Terran border. In all cases the Terrans use multiple RCT-equivalents with warship support. Resistance, consisting of a few companies of lightly armed garrison troops, is quickly and easily suppressed.
The Periphery War- Lyran forces drop in RCT strength across all known Periphery settlements, with varying degrees of success. At Dirtside they find a mysterious plague warning while at The Dales and Hunter's Paradise, local militia defeats the Lyran attackers. Ollie's Oasis is defended by a previously unknown Pinto warship, and Crater Town pirates successfully stand off the unescorted Lyrans with their aerospace forces. On Death of Adrian, the Lyrans are triumphant.

Cycle 25 (1 January - 31 January 2009 / 1 January - 28 February 3067) Pasig Accords - Snow Raven Khan, citing the dissolution of the Second Star League, calls for the abolishment of the Pasig Accords. With a final vote of 14 for, 6 against, and 6 abstaining, the Grand Council dissolves the Pasig Accords. Rowe Affair - "Restitution Act" passes, redrawing Provincial boundaries in the Lyran Alliance, including the creation of a new "Rim Worlds Republic" Province under the influence of Duchess Apollo Daphne Rowe and her husband Adam Steiner. (Yes, THAT Adam Steiner). Duchess Elizabeth Ngo orders investigation into passage of Restitution Act, suspecting foul-doings, travels to Tharkad to speak with former colleagues in the Advisory Council and Estates General. Arluna Flu - Scientists at Oldenville City on Arluna accidentally release Star-League era weaponized virus while attempting to reverse-engineer a 'discovered' SLDF advanced capital missile discovered at a depot in the Lyran Periphery. Arluna has a bad flu season. FWL Democracy - In a close-run race, Sharon Prasnaglava, MP from New Olympica, defeats Priya Jhingan during the Committee of the Whole elections for Speaker of Parliament. As a conciliatory measure, she includes Priya in her new government as Minister of Intelligence and retains Selim Halas, now retired from active service, as Minister of Defense and Nadine Pryce as Minister of Foreign Affairs. Free Rasalhague Civil War - And then it got worse. (placeholder, details to follow. But that's an accurate enough summary for now.) The Periphery War - A renewed Lyran assault on Crater Town ends with the Lyran RCT breaking through a raggedly organized but skilled pirate space force and defeating the ground forces. Even with their victory, the Lyrans are trapped under the pirate's aerospace cordon with no significant forces of their own to counter it. Third Comstar War - St. Ives Compact-mediated negotiations result in the treaty of St. Ives, ending the FWL/Capellan/Terran war with the return of all systems to their original control, with the exception of Circinus, gifted by the Terrans to the Marian Hegemony. Among other terms, the treaty forces the FWL to accept responsibility for the war. Ghost Bear War - Draconis Combine launches a general offensive along the Bear's border, hitting Trondheim, Thule, Spittal, Last Frontier, Goito, Radstat and Kampten with overwhelming force. At all except Last Frontier and Goito, they successfully use Clan-style small-scale assaults to take their targets. During the Trondheim Trial, the victorious 1st Genyosha demanded the unconditional surrender of the Bear garrison forces. The Bears, expecting Hegira instead, declared they would fight to the death. The resulting vaporization of ejected but still-fighting Bear mechwarriors by Combine mechs was broadcast throughout Clan space. Wolf Hunting - A Star Adder naval star and 5 Clusters arrive at the FRR world of Grumium, hunting for Wolf in Exile forces they claim are terrorists. After executing an in-system jump to disable and capture Exile merchant jumpships, the Adders are surprised by a slightly less powerful Exile naval star and roughly four Clusters behind them. The Adders crush the Exile's ASF defenses on Grumium, killing Galaxy Commander Carew Ngyren in the process, and then use their warships to bombard the Exile defenders. The remaining Exiles, despite being outnumbered 2:1, fight the initial assault to a draw. The Adders withdraw, with Exile, Lyran and Rasalhague ground troops in pursuit. Less than a Cluster of Adders make it off-planet, but they destroy the remaining Exiles and Lyrans, leaving Archer Christofori MIA and presumed dead. During the retreat out-system, the Exiles severely damage the Adder naval star, but at the cost of their own star, including a Black Lion captured by the Adders. The Lyran naval forces catch the battered Adder fleet, destroying it entirely at the cost of their own Mjolnir battlecruiser and its escorts. A handful of Adder ground troops escape the system, leaving the Free Rasalhague Republic's squadron of dropships and single company of mechs as the only surviving force- along with the salvagable wrecks of a Nightlord and Mjolnir. Tukayyid Upheaval - A Lyran naval squadron and Exile naval star jump into the Tukayyid system, currently under Star League martial law while local forces attempt to establish enough order for elections. After a tense standoff between General Steiner-Davion and his Combine-donated naval squadron, the Lyrans, and the Exiles, the Exile star suddenly jumps out (to Grumium), leaving the Lyrans to grudgingly maintain their position at the jump point. FRR vs Ghost Bear Trial, Karbala- FRR troops trial the two Galaxies of Ghost Bears for training assistance and resources. Zeta Galaxy defends with one unaugmented Elemental and chooses a drinking contest as the battleground. This time, everyone agrees the elemental hit the ground first.

Clan Star Adder discovers Arluna "Flu" is really "Arluna plague." Discover Kowloonese corpses at space-port and documentation of Pandemic.
Peter Steiner-Davion is wounded by counter-coup forces attempting to remove "Rowe Cabal"-the group responsible for the Restitution Act.
Clan Wolf-in-Exile negotiates with Kowloonese authorities separately, recieves NEW site and an accellerated work-schedule.
Ceasar Steiner is appointed "Archon Regent" due to Peter's comatose state.
Robert Kelswa Steiner appointed Marshall of the Armies.
Elizabeth Ngo collapses in front of Star League High Council, confirming that her terminal illness is real.
Daphne Rowe vanishes.
Cycle 28
Sgt. Major Kim Noi provides evidence and records to Robert K. Steiner of Rowe Cabal's efforts to subvert LAAF personnel. Roundup of Rowe Conspirators begins, LIC purges begin.
Peter Steiner dies of his wounds after five months in critical condition. Ceasar Steiner confirmed as Archon.
Kowloonese representative to the Estates General on Tharkad gunned down on a street corner after making an impassioned speech against the Restitution Act and in favour of Lyran unity.
Dr. Mai Huyn discovers unique properties of Arluna Flu, including rapid mutation and extreme hardiness. Admiral Alicia Li of the Kowloon Coast Guard issues first Public Plague Warning regarding Arluna Flu, including messages to Clan and Star League governments. NIOPS sends team to Arluna to assist in relief efforts. Kowloon sends two additional medical/Coast Guard teams to assist. Star Adders place permanent team on Arluna to study progress of plague and work on a cure. Dr. Mai Huyn (Commodore, Kowloon Coast Guard) develops "Huyn Swab" and blood test to detect persons infected and possibly contagious.
Cycle 29 Elizabeth Ngo is released from experimental NIOPSian in-patient treatment at the Unity City Hospice on Terra, attends meeting with Archon Steiner and Director-General McKenna (Terran Hegemony). Makes fool of herself, but Terrans agree to assist Lyran alliance in resisting the renwed three-Clan onslaught.
Clan Ghost Bear scientists uncover data on origin of Arluna Flu virus, including a 'ray of hope' in a molecule that may be used to block it. Cases of Arluna Flu on Winter confirmed, planet is placed under Quarantine. First Kowloonese cases confirmed, planet placed under quarantine Cases are suspected on other worlds, but many of those are cut off due to the Clan invasion and information is sketchy.
Additional Jumpships vanish/fail to report in/go missing.
Inarcs falls Melissia falls to the Fire Mandrills Australia falls.
Cycle 30
"Wolverine" museum opened to public on Terra. Elizabeth Ngo and her personal assistant attend opening, along with diplomats and heads of state including Khan Kabrinski of Clan Ghost Bear. Elizabeth and Jaime Wolf leave somewhat early, and without their staff.
Arluna Death toll breaks 2 Billion, Winter Death toll reaches 1 billion. Cases reported on a number o Lyran worlds, including Australia and Inarcs, where urban conditions and influx of refugees fleeing the front have combined to create a perfect storm.
Kowloon Coast guard begins running frequent resupply and 'open lines' travel to Arluna with Star Adder permission. First 50 relief team members confirmed dead by mid-August. Casualty rates among Kowloonese teams roughly twice to three times that of other on-site groups, including recently arrived Goliath Scorpion team.
First 'break' in plague research. NIOPS and Clan Star Adder separately re-create "Wellanol" molecule, reducing Plague lethality to 50% from 99.9%, Dr. Mai Huyn discovers combination of immunity-boosting compounds that further reduce lethality after going over bio-charts of Kowloonese survivors of the Plague. Goliath Scorpion scientists uncover a 'purer' form of the molecule using samples gathered from a Clan source.
Cycle 31
"Final" Death-toll as of Early January, 3068 from the Arluna Flu..
Arluna: 2.97 Billion (99.9% of the population estimated) Kowloon: 210 Million(10% of the pre-plague population) Winter: 2.85 Billion(98.45% pre-plague population) Inarcs: 1.1 Billion(24.1% of Pre Plague Population) Australia: 2.1 Billion(50% pre-plague population) Tangua: 527,391,856(55% Pre-Plague population) Miquelon: 1.1598 billion(31% of Pre Plague population) Mahone: 581 million (40% of pre-plague population) Guataveta: 1.56 billion(20.25% of pre plague population) Melissia: 1 Billion, 235 Million. (22% of pre-plague population, Estimated. No data on actual spread, but it is assumed the Star Adders provided Clan Fire Mandrill with assistance of some sort.) Jerangle: 254 Million (5% of pre plague population) Brooloo: 956 Thousand (less than 1% of pre plague populace) Coventry: 156,000 cases, 5000 deaths
Additonal casualties: no worlds as of 3068/01/30 have reported losses greater than .01% due to strict quarantine guidelines and the availability of testing methods. Literally hundereds of worlds beyond those listed found cases, but only the listed worlds had large scale outbreaks.
Total death toll exceeds 10 Billion people, making the Arluna Outbreak possibly the worst plague in human history, and certainly the largest 'accidental' disaster in human history.

Cycle 27 (1 March - 31 March 2009 / 1 May - 30 June 3067) SLDF reformed by: Terran Hegemony, Draconis Combine, Outworlds Alliance, Federated Suns, Taurian Concordat, Fiefdom of Randis, St. Ives, Capellan Empire, Free Worlds League, Marian Hegemony, Lyran Alliance, Wolves in Exile, Free Rasalhague Republic, Niops Association. Nomination attempts for Anton McKenna of the Terran Hegemony, Thomas Marik of the FWL, Alain Beresick of the Terran Navy fail, with voting largely along traditional faction alliance lines. Kuan-Yi Allard-Liao, Empress of the Capellan Empire, declines her nomination. Assistant Director Aerlinniel Undomiel of the Niops Association elected as First Lord. Articles of the Star League as follows: ARTICLE I: FIRST LORD
The First Lord of the Star League is the first among his equals on the High Council. His duty is first to the Star League, and upon appointment must resign all responsibilities and official loyalties to his parent Realm. The First Lord holds this position until his death or incapacitation. At such a time, the High Council reconvenes to vote in a new First Lord, requiring a 2/3 majority. No one over the age of sixty years may be considered eligible for the position, as it requires a fair longevity to ensure stability.
The First Lord does not have a vote on the High Council, but is expected to serve on that body as a Master of Ceremonies, Mediator, and when needed a tie-breaker. Should the First Lord deem a decision by the Council unfit, he has the power to veto it. The High Council can overrule the veto with a 2/3 majority vote.
The First Lord has the authority to deploy the Star League Defense Force on defensive operations without the approval of the High Council so long as a Declaration of War is not required. If the High Council deems that deployment inappropriate or unnecessary, it can be vetoed by a 2/3 majority vote.
The First Lord is responsible for the economic policies of the Star League, as well as its bi-monthly budgets. During High Council sessions, a full-disclosure report is to be provided to all High Council Members. Should the High Council disagree with the decisions of the First Lord on budgetary spending, they can overrule them by a 2/3 majority vote.
ARTICLE II: HIGH COUNCIL
The High Council is to be formed from the leaders of all member states. Each Council member has one vote.
The High Council is to be held at the traditional location of Unity City on Terra. The High Council will meet for two-month sessions twice a year. These two meetings are to occur during the months of March/April and October/November. Sessions are closed to the press and public, except by special permission. All meetings are to be fully recorded and become declassified 10 years after the session. Special sessions may be called by the agreement of at least three members to handle matters of crisis in a timely fashion.
All High Council Lords will receive a bi-annual economic report from the First Lord at their scheduled sessions.
Individual High Council Lords may draft a Council Directive to resolve socio-economic matters. The Directive must be seconded by another Lord and receive a majority vote to pass.
Individual High Council Lords may draft a Council Order to resolve military matters. The Directive must be seconded by another Lord and receive a 2/3 majority vote to pass.
Lesser officials or military officers may be summoned to the High Council to give testimony on discussed issues. No other subordinates are to be present in the Council chambers except by special circumstance with the Council's majority approval.
The First Lord of the Star League has the tie-breaker vote should a matter become deadlocked. This does not apply to a measure requiring a 2/3 majority.
If at any time the First Lord of the Star League is considered unfit for the position, the High Council may remove him by a super-majority vote, with only the First Lord's original nation voting against.
ARTICLE III: MEMBERSHIP
Membership is voluntary. A member state may resign its membership at any time, provided they give 120 days notice. Failure to give the proper notice will result in that member being considered an enemy of the Star League.
All Realms choosing to establish the Star League by signing this document are immediately considered member states of the Star League. Future members must petition the High Council for inclusion in the Star League. Petitions may be approved by the High Council by a 2/3 majority and ratified by the First Lord. Should the First Lord veto a Membership Petition, the High Council can overrule him by a 3/4 majority vote.
All members are expected to adhere to the following terms.
* A. Contribution of 5% member state's GDP to Star League. * B. No attack on other Member States shall be conducted by a Member State with forces larger than a force equivalent to two companies of medium BattleMechs of a technology base consistent with both the pre-Exodus SLDF and modern, domestically-produced Inner Sphere technology, without first attempting arbitration via the High Council. Any attack by forces of a size equivalent to or smaller between Member States may be conducted under the Zellbringen Rules of Engagement and Trial System adopted by the Clans, in an effort to minimize unnecessary bloodshed. Under these Rules of Engagement, the defending party has the option to refuse said Trial. * C. Attacks by Member States against civilians, civilian infrastructure, multi-use (ie. both military and civilian) infrastructure, and the practice of taking Bondsmen, under any circumstances, is expressly prohibited, as these practices are contrary to the ethical principles espoused by the Star League and its members. * D. Pursuant to Sub-Article C, the Star League Member States shall adopt the original Ares Conventions1, as ratified on June 13, 2412, with the additional prohibitions stated in Sub-Article C. * E. Conflicts between members and non-members are not covered here, but it is strongly suggested the High Council be consulted as a possible mediator to prevent warfare.
ARTICLE IV: TECHNOLOGY
No Realm shall be forced to share any technological or agricultural knowledge with other member states.
ARTICLE V: STAR LEAGUE DEFENSE FORCE
Mission
The primary mission of the Star League Defense Force is the defense of the Star League and its members from all enemies, foreign or domestic.
The SLDF has two primary tasks:
A. The defense of the Inner Sphere against invading Clans and other aggressors. Note that it is not the task of the SLDF to launch a counter-offensive to reclaim those worlds previously lost to the Clans unless by Declaration of War and 2/3 majority vote of the High Council.
B. In the case of combat between two or more Inner Sphere nations, to provide a forum for negotiations to take place and to command and deploy peacekeeping forces in support of the peace process. To also provide humanitarian support in the event of natural or man-made disasters.
Note: The SLDF mission precludes direct offensive operations against a recognized and lawful Inner Sphere nation state, unless that Realm has been deemed a threat to the Star League by the High Council.
Rules of Warfare
The SLDF will fully adhere to the complete rules of the original Ares Convention. Further, the SLDF recognizes the efforts of several nations to create the Ares II Conventions and adopts the draft recommendations in full. Including but not limited to:
* No WarShip will approach closer than 1000 kilometers from a planetary orbit around foreign world, regardless of the state of relations with that world. * Non-Combat JumpShips will not be fired upon directly under any circumstance. JumpSails are not considered part of the JumpShip. * Flag of Truce- The SLDF will fully honor Flags of Truce/Safcon used for the purpose of parlay and humanitarian relief, so long as the other party treats in good faith. * Prisoner Exchange- The SLDF will repatriate all prisoners of war, including captured Clan personnel that choose not to remain with the SLDF. Attempts at repatriation will begin as soon as local hostilities have ceased.
The Commanding General
The Commanding General is the officer in command of the SLDF. The Commanding General is appointed by the First Lord, and that appointment must be ratified by the High Council through majority vote. The appointment is lifetime, unless the High Council calls for his or her removal and it receives a two thirds majority vote. The First Lord may veto the High Council. The High Council can force the issue with a second three-quarters majority vote.
His or her authority extends to ordering the independent deployment of up to 10 Battlemech Regiments, plus supporting arms, in accordance with the SLDF's primary mission. Deployments larger than the above require the notification of the High Council and the approval of the First Lord unless that deployment constistutes a Declaration of War.
Organization
The Star League Defense Force should be an independent entity from member state militaries. However, the SLDF reserves the right to recruit from member populations and utilize their manufacturing capabilities (when agreed by that government).
The Star League Defense Force may utilize the territory of member states to establish bases and infrastructure, with the approval of owning governments.
Only under times of war will the Star League Defense Force request seconded units from the High Council. A vote is not required to approve those deployments, as every member will be free to make their own decisions.
Declaration of War
A Declaration of War may occur in one of two ways.
In the first, the First Lord requests it of the High Council. If the High Council approves the declaration with a two-thirds majority, war is declared.
In the second, a member of the High Council may request it as a Council Order. The motion must be approved by a majority of the High Council and be ratified by the First Lord to succeed. If the First Lord does not ratify the declaration, the High Council must achieve a two-thirds majority to force the issue.
1 Ares Convention
Ares Convention
We, the undersigned, on this 13th day of June, 2412, in accordance with our commitment to preserving human life, do solemnly pledge to prevent the loss of civilian life in war. Let this document testify to our desire to end the senseless atrocities attendant upon human conflict and our pledge to uphold the ideals contained with these Convention or suffer the harshest consequences.
Article I -- Nuclear Arms
The use of any nuclear device or variant thereof on a planetary surface or against any commercial vessel is prohibited. This prohibition extends to tactical nuclear blasts against the aforementioned targets. Controlled nuclear attacks in space against military targets are prohibited unless they occur at a minimum of 75,000 kilometers from the surface of any inhabited world in a star system.
Article II -- Orbital Bombardment
The use of orbital assets to bombard stationary targets (as defined in Appendix B, Section 4) on a planetary surface with the single exception of a valid military objective whose destruction the attacker deems necessary to ensure the survival of his own troops, is prohibited. In no case may any orbital attack take place in or near any heavily populated area, and any orbital attack is subject to ex post facto review by a duly appointed council from the signatory states.
Article III -- Surrender
To lessen the human cost of warfare, all combatants must accept the surrender of any unit that offers it. A white flag adorned with a red S will represent the universal surrender standard, so that any unit unable to communicate by conventional means may still surrender fairly. The universal surrender guidelines in Appendix E outline the provisions for the treatment of prisoners and fair compensation for the capturing forces upon the release of war prisoners to their native realms.
Article IV -- Safe Passage
The governments and military commands of the undersigned agree to recognize the aforementioned white flag as a symbol of truce. Any vessel, or vehicle, or person bearing such a truce flag shall be granted safe passage through any place, insofar as the bearer breaks no laws pertaining to that place, or initiates no hostile activity of any kind. Should the bearer of a truce flag engage in hostile activity as defined in Appendix F, the truce flag shall be deemed invalid, and any action taken against such an individual or individuals becomes the responsibility of those suffering said hostile action. Harassment of a truce flag bearer without provocation will be investigated by a duly appointed board of inquiry from the signatory states.
Article V --Urban Warfare Restrictions
No battle shall be waged in an urban area except under extreme circumstances. If the military objective of an assault lies in a city center, attacking troops must ensure that any hostile action taken causes the least possible amount of collateral damage. No attack may be made against any civilian target, for any reason. Civilian targets shall be deemed to include such life-supporting equipment such as water and air purifiers, agricultural assets, or any other item that enables a planet's population to continue their existence.
Article VI -- Chemical and Biological Weapons
Because chemical and biological agents kill human life indiscriminately and often permanently damage the biosphere of any world suffering such as attack, the use, further development, and production of such agents is strictly prohibited.
Rowe Affair - Elizabeth Ngo of Lyran Commonwealth returns to the Star League Council to give evidence and plea for assistance against Star Adder invasion. Kowloon, virtually undefended, turns Star Adder invaders away without casualties. Peter Steiner-Davion is wounded by counter-coup forces attempting to remove "Rowe Cabal"-the group responsible for the Restitution Act. Caesar Steiner is appointed "Archon Regent" due to Peter's comatose state. Robert Kelswa Steiner appointed Marshall of the Armies. Clan Wolf-in-Exile negotiates with Kowloonese authorities separately, recieves new site and an accellerated work-schedule. Assassination of Corrine Marik - Having become a prominent anti-Terran editorial columnist for the The Atrean Sun, Corrine Marik is killed by a bomb that destroys the top two floors of the Sun's main office. A previously unknown group calling itself the Shadow Ghosts claimed responsibility; VINH's investigation revealed nothing about them.

Political Snafu - After calling on the FWL to disavow anti-Terran and seemingly pro-Clan statements made in the Atrean Sun, the Niops Association expels the FWL ambassador, Grace Jakes. Arluna Flu - Arluna Death toll breaks 2 Billion, Winter Death toll reaches 1 billion.

Cycle 31 (1 July - 31 July 2009 / 1 January - 28 February 3068)
Blame Game - Georges Maginot, FWL MP from Les Halles, publicly states his belief that the Capellan security service arranged Timothy Halas' death. Taking this cue, the 3rd Fusiliers of Oriente invade and capture the Capellan planet Wazan, threatening to open a new rift in Capellan-Free Worlds relations.
Oriente Succession Crisis - Sherryl Halas, wife of Thomas Marik, declares herself the next heir-presumptive of Oriente despite the Duchy's succession laws that pass inheritance to male children only. Her brother Edgar lodges an official protest in Parliament with the support of Andurien, Regulan, and Orloffian MPs.
Government Compromises - The government of Sharon Prasnaglava is re-elected by Parliament. Her tenure immediately comes under scrutiny when she invites Thomas Marik back to the position of Captain-General, a post he accepts. This act incites fears of Thomas attempting to reconsolidate power, starting with his wife's realm of Oriente, leading to pro-Provincialism riots on Sorunda, Vanra, Calloway VI, and Fletcher. On Calloway, an Oriente world, FWLM BattleMech forces must be deployed to disperse the angry crowd and a dozen people are injured during the riot.
Arluna Flu - "Final" Death-toll as of Early January, 3068 from the Arluna Flu..
Coalition of Periphery States - Several Periphery nations announce the formation of the CPS, and promptly invade the neighboring Magistracy of Canopus and Star Adders, citing a variety of reasons. Fighting is light overall, with regular Canopian forces pulling back to leave the defense in the hands of militia units. City fighting at Addasar and stripping the entire Marian flank of the Magistracy to mass at Marantha leads to two lopsided Canopian victories, the latter involving over 25 regiments, making it the largest Periphery battle in centuries.

Cycle 25 (1 January - 31 January 2009 / 1 January - 28 February 3067)
Just wanted to point out that by no means were the Combine assaults "small-scale". They typically outnumbered Ghost Bear forces by a considerable margin. I'll delete this post later, just wanted to correct that discrepancy.
